Recluse was stupidly powerful up until it was nerfed a few months ago. With Master of Arms active, not only did you get a nice fat increase to your damage when hitting precisions shot, but it also buffed [i]non-precision[/i] damage so high that it essentially dealt damage equal to landing precision shots. This meant that with MoA active, you could kill opposing Guardians with body shots just as quickly as you could by landing only head shots. The same scale of increase could be seen in PvE game modes as well, making it disgustingly effective at clearing adds.
After the nerf the damage bonus from MoA grants less bonus precision damage than it used to, and the damage bonus no longer makes non-precision hits deal damage equal to precision hits. This means it’s far less forgiving with MoA active than it once was, that you’ll have to be able to land those precision hits if you want to make the most out of the weapon instead of being able to quickly destroy your enemies while shooting them in the foot.
That change was justified.
It’s in a decent (read: not [i]obnoxiously[/i] overpowered) place at the moment. No further changes needed.

Ahh, 'k. Didn't realize it got updated recently, though was wondering when i was ploughing through mobs about as fast with Pillager when i had to use a IKELOS weapon. It's a little slower if i didn't get precision shots but about the same once i did.
