For the one in the EDZ, you don't need to log in and out or any such thing. The issue activates because of a syncing problem. You can refresh that by simply opening your Map and flying back in to the same location. Continue doing so until you can access it; this should be considerably faster than logging out and in. You don't even have to go to a different location before initiating the teleport. The same can be done for the Tower, though because of the number of other Guardians there, it may take more tries to get the workaround mentioned above to work. As far as the timeline goes; Bungie is aware of the issue and currently working on figuring out how to fix it. Unfortunately, until Bungie knows how to fix it and is prepared to do so, Bungie will not give a specific time frame. Bungie can't give a timeframe when the timeframe is unknown.
