That's what I was beginning to think. But for it to so heavily lean on WC purely on random chance is skewed. I've only played the 15 matches to complete the pursuit, so my sample size is small. But I've had 2-3 EV, 4-5 TG, and 8 WC (I can't remember one of my matches, hence the variable number).
