Hello,
As long as you did set up PC Move all your Destiny 2 purchases will go to your Steam account from Battlenet on October 1st.

Under the “rights” tab, all DLCs were listed except Forsaken. Will it still show up after October 1st, or is this a bug?

All Destiny 2 purchases you made on that battlenet account will transfer to Steam as long as you did the PC move. Even if they didn't show on the PC move screen. If you bought it for the account it will move.
