TL:DR
- maps are too darn small
I think the main issue is we are still stuck in Vanilla D2 where all the maps were made for you and your opponents to be on each other's ass every 2 seconds. This is the main reason why the handcannon/shotty meta is so dominate. Pulse rifles can hang in this arena but most scouts with some exceptions simply cannot.
To make scouts more viable we need larger maps like we did in D1.
Oddly enough the only maps where I can play lanes consistently with scouts is that new Trials map (I think it's called Eternal or Equinox?) and the Shores of Time remake.

destiny 2's maps are boring in general, they're so small and unimaginative in comparison to even halo 1's maps almost 2 decades ago, where's stuff like gyrophobia? boarding action? maps with variety and interesting gimmicks to spice them up? keep in mind halo 1's multiplayer maps weren't even planned from the beginning and only added in later in development

Midtown has some good lanes too. Jade Rabbit works well on it.
