Rat Kings Crew not registering progress

I have been stuck in the first part of the quest for forever with just 1/3 done, yet I have done patrols with fire teams at random, all friends, all clan mates, and yet it will not move for some reason. Is this glitched?

I believe for all those quest steps at least 1 other fireteam member has to be on the same quest step or have rat king equipped
