Thank you for your report. Did both of you pre-order the game? What version/ Have you visited Amanda Holliday in the Tower?

Yes, we both pre-ordered. I pre-ordered the legendary edition and he pre-ordered the standard edition. After the campaign we visited Amanda Holliday and I got the stash but he didn't.
