Well you take out loans to fund your home or enterprise, which allows you to be productive. Then not only have you provided means for others to work, your means to survive has now been rebuilt. An external force can't just build everything for them out of aid, otherwise they'd be forever dependent on them

What bank is going to give them a loan?

I don't see your point. They're poor, not averted to working. It would help spur their economy.
