You have not completed all the prophecies. Your missing one of them. Hence why the light is out

You haven't completed all 11 weapons yet. The position on the wall does not correlate to the number on the weapon. Infusing or dismantling a weapon does not turn off the light. You will also get a different emblem than the image you shared once all 11 are complete. It seems you may just need to wait for reset to get the final verse you need, if Vance has that one come reset. Also, once you forge a weapon, it goes into the loot pool for legendary engrams. They are easiest to reattain from Vance's engrams.

1-if you finished the all the prophecy weapons you’d get an emblem as well. No emblem not finished, therefore no shell. 2-once you have completed all prophecy activities you no longer can get the materials required to forge. 3-based on your post you are still able to get materials. This means that you haven’t completed all of the prophecy weapon quests. Keep grinding, you’re not done.

Do all of the nodes (minus the one with a wire in it) have a light symbol in front of them?

I'm sure you've already worked it out but you need to activate all lights before you get the emblem and ghost shell. Once you have it you can go to Ikora and get more for your other guardians if required.

Have you tried going to ikora to see if she seems it to you?

Did you try hard resetting your console? Worth a shot I’d say.

After you finish all the prophecies you have to wait for the next weekly reset to go to Brother Vance for the Sagira shell.

I done them. Got my shell. Works as intended

Have you done the perfect paradox quest?

...it doesn't have anything to do with having the Weapons in your Inventory.

There’s 11 prophecy weapons, you get Perfect Paradox once you’ve finished the quest. Other than that I have no clue, sorry.
