Try running Catalyst Driver 15.11.1 , Omega or the newer ones do not support your card.
16.2.1 is no CL support for that video card.
Since you are running a unsupported video card or legacy.
I recommend you go with the 15.11.1 or Driver Packaging Version 15.201.1151.1010-151118a-296614E
Which is the last Version of software to support full CL for that video card. I do not recommend updating further.
If you wish to upgrade further grab the drivers from that package and overwrite new package drivers.
I also recommend you edit games profiles on your own now.
Also make sure you are running on high priority for that system. As it will truncate the load. If you moved files repair them, Try not to do this as Activision Blizzard does not like it.

I tried the normal catalyst drivers first but neither the beta Radeon or catalyst were that old of a version. Where do you find older versions of a driver? And thank you for this suggestion, I will try it as soon as I get off work

I really hope this helps. With this driver though you will have to make your own profiles or grab them from newer versions. I.E. Prey might not like Crossfire , you would have to edit it or get a profile. Or Sonic might run rediculously fast, Or duke 3d runs 20x faster than it should, These are examples. Or grab the driver and put it in newer versions of catalyst. Could take me a couple of minutes.

I uninstalled my drivers, and tried to use the one in the link to see if that would make a difference, and it did not. I also ran a repair and put game back to stock before installing the new drivers.

I am sorry to hear that. I am running a rig very similar to yours except the video card is a little lower but not by much significance. Is there any other programs running or admin restrications the computer might have?

Also I run it as admin most times just in case and still nothing, I have tried compatibility mode etc

Advanced system care is only program running other than blizzard, but that's on my PC and destiny runs fine on it, but I have closed the program to see if that changed anything. I've closed every process that can be closed, and turned off firewall, there is no antivirus either. I am just stumped.

The only thing I always do is set priority to high on task manager, seems to stay stuck at press enter with the destiny 2 logo if I don't.
