Spoiler.... [spoiler] The speaker is dead. There is even a voice line in the new tower you go and find, and they say he died. They made an apartment for him, but it is empty since the man died from his ordeal. He was not the original speaker though, and maybe we will get a new one. To find the place, go toward the bazaar, but before going down the stairs, take a sharp right where there seems to be a dead end over looking the little tree in the courtyard below..
