You mean the items that you're given by the Speaker to exchange with the Gunsmith?

No. Early year one we had to have Crucible Commendations or Vanguard Commendations (along with marks) to purchase gear. We only got one per rank up.

I think commendations were added with The Dark Below then thankfully removed later. I was glad to see the back of that idea. -

If I remember them correctly, you got them from rank up packages. In HoW or the TTK (can't remember) you could redeem them for rep

You can still redeem them for rep, but they are rare. Shaxx has this one quest, can't remember the name, that gives you a crucible commendation.
