Because the ones you are supposed to kill are the yellow bar LT's that spawn with the taken champions which has been that way forever.....duh lol

No you are clearly not or your bounty would be progressing. Just got to wait till the taken spawn in patrol and kill the yellow bars, NOT story mission yellow bars.
