since this isn't getting the greatest feedback, how about this,
if you ARE REDBAR(I know it's relative, but it must be measurable by bungie in some way, maybe a latency cap could be put in place?) and you get reported while redbar the following happens.
4 reports. 1 hr ban
6 reports 6hr ban
10 reports banned for weekend.
seems reasonable??? and would prevent auto kicking unless you had already been reported for bad connection in a previous game AND have a red bar with insanely high ping/packet loss.
furthermore, it would have to only work if the players you were matched with reported you during the match ago, so that players couldn't just have their friends get people kicked by spam reporting

2 RepliesEveryone has a different connection to other people, and it fluctuates per match and even round sometimes. I think that if a guardian is reported by multiple fireteams and guardians in a single day, or even Passage...that person gets a Trials ban for the rest of the weekend. For example: A net tools lagger doesn't a card and gets reported by 3 out of the 7 teams he played against...he gets a weekend ban. If he only gets reported by 1 team...he doesn't get the ban. This would force the laggers to either not lag, or not play until Monday, OR only do a single card per weekend.

If they put a treshold on latency/ping then no need to report. Game can just kick the redbarring -blam!- if he/she is above treshold for more then 10 sec. Prolly a warning would be recommended.

6 RepliesTeams would be reporting anyone with a high kd in trials before the match even starts, you DONT want that. But I agree, if you're red bar and lagging (I've seen some red that play like a green and some green the play like a red) you should be hindered.
