It's not an issue with the Zhalo so much as it is with AR's in general.

Yep exactly. But Zhalo could be awesome if the Lightning chained more and it had more ammo

Zhalo is already quite good in PvE. You buff it too much and it'd be unfair to other primary weapons.

But that's PvE. It's already good there. But in crucible its lackluster (like pretty much ever auto). They could all be better and exotics are supposed to be better than legendaries anyway
