I have attempted to restore my licenses, it does not show "The Taken King" as an option for reinstallation. Does that mean I am now required to repurchase the content entirely?

It may be best that you contact Xbox Support to see if they can help locate the license for you.

Or check in the store to see if it is available for free download. All of my purchased games hold the purchase license, even if I delete them from the console.
