Every time I unlock a new area, I do all the side missions and then move on to the main mission. I'm about 2 levels ahead of the curve atm.
As for your problem, look at each of the safe houses, one will have a side mission. Head to it and speak to the main dude there to get the side missions for that area. Do those until you are the right level for the next area.

I smashed through 8 levels the other night. I'll be pushing level 30 by the end of tonight IMO. Assuming I dont get sidetracked by Borderlands...

Haha Im currently splitting time between this, Borderlands and Civilization V. I'd be level capped already had I not been 10 days late to the party....
