Elo is a joke. If you want to, you can raise your elo by 100-500 in a day depending how long you play

I know that you can farm Elo by deleting your card after every fifth match. I personally haven't done that. My Elo is about 1660 I think

If people are gaining Elo, then people are losing Elo as well. There isn't an "exploit" that gains you 500 points, that's ridiculous. The closest to boosting is having a friend hop on a different account. Do you know what you're talking about???
