Please understand the definition of Gambling before throwing out crazy assumptions.
Gambling is the wagering of money or something of value (referred to as "the stakes") on an event with an uncertain outcome with the primary intent of winning additional money and/or material goods. Gambling thus requires three elements be present: consideration, chance and prize.
A digital weapon for your character has no value. The time invested in your level 40 320 Light character has no value. Hence no gambling takes place ergo no Gaming Commission involvement.

I would be investigating arcades that have those prize machines as those are closer to slot machines and gambling than an rng for digital content that you can't sell. Yes laws change but Gaming Commissions do not enact laws of any kind. It's just a silly suggestion you may as well say Congress should investigate Destiny and EA or any game that has micro transactions and an RNG.

Agreed, they don't change laws, they are a commission to administer the laws that exist. Perhaps they would not take issue. As my original post states, "I wonder". That said, there is new expression of chance for money in these games. I foresee some legal precedent eventually.

They don't administrate laws they regulate the games to ensure they are operating within parameters as well as the operators and their employees. Again if you want laws talk to your Congressman. And there would still need to be a value associated with your weapon or armor that exists outside the world of Destiny. All of the casual games, Candy Crush, Pet Rescue etc... would then be lumped in as well which is equally as silly.
