Hello,
Currently the Air Control perk is a bit bugged.
You might have to unlock the perk under it or get close to unlocking it for it to trigger for some reason.
Happened to me.

It worked for me. Be aware that once you do get it unlocked, when you go off of the big jumps, in particular the big one on Mars before the fans, you have to pull up or you won't stay airborne long enough to clear the gap.
