Okay. Are the date and time settings on your console correct? That is the only way I've ever heard about Xur glitching and appearing in the Tower when he is not supposed to.

It's all correct. There was even reddit posts about him still around. Bungies page also had the "how long is xur here" counter showing excessive negative numbers. Ex. (-77127182 days left)
