Destiny has only sold around 11 million copies respectable but far short of the 25 million Activision claims. The 25 million is unique accounts that have played destiny so anyone who played the demo, barrowed the copy of a freind, bought one used, whatever counts toward that.
But bottom line that's how many copies of the game are out there obviously not all those who bought destiny are currently playing.
I'd say it's pretty obvious the player base is declining just because of how long it takes to match make or find a raid group.

Bungie/Activision tend to like to make things sound better than they are, just like when TTK was released, they said that it was the most downloaded game on PSN; but if check with PSN, it was the most downloaded on PS4. Now if you look at what was available when TTK was released, you would have seen that there wasn't much AAA available - which isn't the case now with all new AAA games that are available for the PS4. Just like they implied that they sold 5 million TTK versions, but what they said that they had 5 million new registered players; which leaves it to the reader to think that sales were better than actuality. Number games, that is what they tend to do.
