It's called PvE. Additional precision damage is actually pretty useful against high tier enemies. Not every perk has to strictly revolve around PvP.

I am pretty active in PvE and understand the usefulness of litc. With the prevalence of snipers in ToO, I kind of thought of Eirene as a pvp weapon but it is, or was useful in both.
