I'm only averagely familiar with the political climate in the area, but what are the prospects for factions that don't have a likelihood for aggression against the west? Is there any sort of viable framework for a government to invest in to stabilize the area?

Hey sorry, forgot I told you I was going to respond. There are quite a few different sects that are located throughout Syria and Iraq. Most likely the best option is to have Egypt, Jordan, and Saudi Sunni sects work together in Iraq to restore a somewhat normal life there. There are definitely village elders who are friendly to the west and even open to true democracy and would love to see this happen.
