No you won't have to collect them again. The quest should be on earth ready for you to do it.

It isnt there. I believe the quest is back because i got the fr002 which is the first relic on my hunter 30min ago

Well when the quest is back it'll be there (whenever thar happens) did you collect the fusion rifle relics all on one character?
