Sounds like there's a mission somewhere you didn't complete. Check ALL the planets and such for any mission that may have Taken King on it. If that fails, go to the abandoned quest board in the tower. If still nothing, put in a ticket.

I've started the coming war quest, it's in my log, I think if I check mars, you may be right that it may be incomplete... not quite sure how, but I think the answer may lie there. thanks for this.
