It's simple, they know the majority won't do the raid, so they decided to screw over the ones that actually do it. Diversity, lol, Bungie doesn't know the meaning of that word, eventually they'll remove burns from secondaries and heavies too btw, this is just another step into turning this game into another generic shooter.
