Infuse rare/legendary into the one you want up to 300, then a raid up to 304, then the 310 from Quest. Not efficient, but doable.
Edit: no raid artifact... So this is debunked.

There is no artifact directly from the raid, the quest gives you an artifact for clearing the raid so it can only be done once and only gives you one 310 artifact.

I'm almost positive that Artifacts don't drop in the raid. That's why you get them from the quest.
