For your first note - per the 2.0 patch notes, in the section explaining changes to year 1 perks, Field Scout no longer changes magazine size, and its impact to reserve ammo is reduced.
Any perk that does impact magazine size, will not show that impact if it is not equipped or if you are not in a combat zone. Equip the weapon in a combat zone to see the correctly adjusted magazine size.

I just tested it. I must have missed that in the patch notes. As far as the effect of Enhanced battery not showing up outside of combat, I don't if that change was intentional and if so, why they thought it'd be a good idea. Being able to see that change on the fly is good to evaluate the usefulness of the increase. I still want to infuse my Frontier Shell though, and see more variety among the vendors than a complete change every expansion.
