You pay 31 coins to complete a collection that you should probably have already completed, anyway. I'm thinking the high price is to deter people, like you, from buying them. I'm kinda thinking they should have just left it out of the game entirely. I never expected to see complaints about them decoding exactly into what they should be decoding into.
