Well, it is technically a Legendary item and so it likely requires a higher level to wear. I'm not in front of my game right now so it's hard to confirm but I'm about 98.29% that's what it is.

While I very much like those odds, the whole "Requires Year 1 Veteran" part makes me sadpanda and I think it is indeed lost to me because while I, the player, am a year one vet, this hunter is not. Which is stupid, the reward should be for me, not the character. And for additional clarity, my level 2 hunter can already equip legendary and exotic emblems, ships, and sparrows, including the S-34 RAVENSTEEL which is also a year 1 vet reward, and all shaders require level 20, but this one specifically says "Requires Year 1 Veteran" so I am looking for an official 'Yup, sucks to be you' or 'Oh, our bad.'
