They already addressed the glitch about the no artifact quest. Pretty much have to get one randomly from an engram. If you check my hunter, you'll see I'm in the same boat. Lol And as far as the drop rates for artifacts go, I've only gotten one from an engram so far among all 3 of my characters. Hopefully they'll patch up the problems soon-ish.
