In response to killboy (I'm waaaaay to lazy to find the original reply):
Light level is actually irrelevant in IB and ToO. Damage output is determined by a weapon's attack value. That is calculated against an enemy's defense stat, which determines how much damage the enemy sustains.
I didn't catch the stream, so I'm not 100% on the new system, but I can't imagine it'd be to much different. It'd be akin to hopping in now with a blue gun. Not terribly effective.

So what does "level advantages enabled" mean to you? They are enabled in IB and ToO

It's a term, nothing more. A 29 with a 365 gun will deal the same damage to a 34 as another 34 would. Yeah, it's misleading, but that's how it works.

A level 30 will need to fire more rounds to kill a level 34. It's just like PvE.

No. Go read the description on the IB page. Attack and defense are the only things that matter. A lower lever player will die quicker, as their defense value is lower. But with a maxed gun they are just as deadly as anyone else. If it were like PvE, a 30 couldn't scratch a 34.
