Did you have the first one you got equipped? I think even If it's in your inventory I don't think it will drop. certainly not if you had it equipped.
Drop it in the vault next time you do a run and it should drop...
If not then no idea

I think it was on my character but not equipped. Idk why it would matter, the game tracks everything, it can't tell that character never went flawless before? Come on bungie!

The emblem is an item in the game where if you have three characters the max you can have is four. To get multiple though you can't have one in your inventory

Yeah it matters if it's in your inventory, Bcuz u can't get Glowhoo if u already have it in ur inventory
