Just delete the character you want to remake and start him over. If you do it before TTK you can get to 20 before you reach Venus if you do the story and some crucible. And once you hit 20 and TTK drops you have more missions to gain easy XP from so that's a plus to

To me personally I couldn't care less what my character looks like. 99% of the time you're wearing a helmet

It's unfair on the people who like altering their appearance to have to delete a character to do that when it can't be hard to introduce an appearance vendor in the tower.

I'd rather Bungie focus on something more important rather than add something that lets you change your appearance
