Technically speaking, Bungie DID say that those who performed well would have a higher chance of getting the best gear than those who aren't. Still this is RNG, and unfortunately all too often I see people with the worse stats getting the best gear. At the end of the day, its all about chance. Bungie also stated that Level Advantage was in effect during IB, but over half the time, I'm being punched to oblivion by lower leveled Guardians, and I if I void punch them, they merely laugh it off and then shoot me with a shotty. The only time I noticed any difference was when I survived a direct rocket hit from a Level 25. It nearly killed me, but it felt awful good to void punch his rocket ass into another galaxy.

Yes. Because it is random. And not associated with number of kills, assists, deaths or any other stat.

Hadn't played in a couple days when IB dropped so I was playing terrible when it first started, trying to get the hang of it. Probably about three games in, I was dead last on my team with a k/d of .66 and my first hawkmoon dropped for me. I was dead.
