Clearing the cache didn't work. The problem started as a glitched elder cipher bounty. So I deleted the bounty an thats when the all bounties would not work. I included a video showing nothing working in the inventory field.

Some from the the forums gave me a fix to the problem am good now everything back to normal.

Abandon all your bounties. As the inventory screen is loading it gives a slight chance to abandon your bounties. If you can hit the abandon button before it glitches the game will allow to get rid of the bounties. If done right your inventory will act normal.

I was playing for the love of the game without the exotic weapons and high level characters

I will tell you all about it on mic but I will say this if their was one weapon i needed more than any other it was the (icebreaker). It has more uses than the ghorn in the lvl 18 to lvl 30 grind.
