You do know you can report cheating in game when it happens to you or you see it happen. You click on there name and click cheating or record there cheating and sent it to Bungie instead of just bitching on a forum. Bungie is and has been permanently banning players who cheat and the banned players post videos on YouTube about it or wrote on Bungie forum saying sorry and begging for another chance which Bungie does not do. Once a player is band their band for good.
