Firebolts don't chain first off they hit a target within a specific AOE which happens twice in pvp and three times in pve

Isn't that the same thing?

No because if it chained it would go from one target to another even if they were outside the initial blast. Arcbolt hits one and travels to another if they are in a close proximity to each other which won't even kill outright.
