It's been posted by tons and tons of sites. Any site that exposes the government, Anonymous, Alex Jones, The freedom movement, etcetera, this just got leaked and people are so caught up in the confederate flag and gay rights that they're not even aware of it. Presidents throughout history have always used a big distraction in the media to cover up things going on in secret.

The reason is an opportunistic one,seeks power, status,control and greed or maybe for noble reasons. Not many fall in the noble category. More then 50% of Congress is a millionair. Obviously it's special interests.
