Why does completing the hardest pvp challenge give you a pve advantage?

One thing I do not understand about the lighthouse is that it's only purpose is to give elemental primaries for going 9-0 which is only useful in pve. I've been to the lighthouse three times a week except last weekend I only did once and i wonder why me playing a ton of pvp gives me an advantage in pve. I believe this is both unfair for pve players who do not like pvp and strange in general. . I'd prefer if the weapons were better in pvp and did not have the elemental damage. I realize the problem is making them not overpowered in pvp just slightly more useful. Examples could be The weapons have three perks instead of two The weapons have a third perk to inflict some miniscule (non game breaking) bonus to guardians. . I just think it would make sense personally, however I can see the counter points, I just wanted to know if anyone else wondered this or if I'm just crazy and too bored.

Because crucible players whined they had no access to Raid style weapons and gear and were never rewarded with anything despite being the best. Bungie addressed this with the Lighthouse. Many crucible players didn't like having to play Raids for elemental primaries. Now you can be good at PVP and get unique weapons.
