Proximity triggers from about 10 feet from an enemy, and as stated before, the Spartan is long gone the second the rocket leaves the chamber

Even if the spartan is able to move extremely far away it won't matter due to it's aggressive tracking ( ͡° ͜ʖ ͡°)

Hiding behind a rock, also I wouldn't put it past a spartan to shoot the rocket in mid air lol
