I've gotten 14 keys and I believe Venus is faster if you alternate between areas.
Edit: 6 man VoG causes The Citadel area event to not spawn occasionally. Thus, I recommend a 3 man team patrol with as many Gjallarhorns as possible.

Last night me and a couple friends were on Venus. In about 45 minutes citadel never happened. Only ember caves

They're almost on the same timer. Do ember and haul ass to the citadel

Guess we were missing it because we were hitting the chest a couple times. Before hitting the chest multiple times I noticed what you mentioned

We had it happen on the second time back the citadel wolves would be there. But we did it consecutively like 4 times with my fire team and some blueberries

This is what I'm talking about--it usually works with a patrol team. If it isn't working with a 3 man, change hosts.
