Umm this has been around a long time. I understand if you weren't lucky enough to get them or didn't care enough to read perks before dismantling weapons but I have a scout rifle with shoot to loot on each character just for that purpose.

This right here. Use the sniper until you can get a Scout with same perk. Listen to your elders.
