I don't see any reason not to upgrade them (new ones that are received as rewards, not preexisting copies). I get that you want to encourage people to play the new raid, but a lot of us still feel that the Vault of Glass is (much) more enjoyable than Crota's End. And I personally like the Vault gear's appearance(s) more than its replacement set(s). I see no benefit to leaving it sub-par.
Edit: while I'm at it...

Because your idea of wanting to be able to finish the game once, and then lord it over all future content, is a stupid one. If you want to stay the best, you have to keep being the best. You can't just have been the best once, and then stop trying.
