Likely. It's going to be on the next gen consoles and have a full Gotham. I don't know how they'll put new goodies in since they used up the most noticeable Gotham landmarks in City.
Although, I'm getting ahead of myself, they're taking the Assassin's Creed route and putting in a filler game between city and City's actual sequel.

I think they'd find calling their game filler damaging to their marketing. Which is why McDonalds doesn't tell you its meat is 50% filler.
