Absolutely. GTA is done, and there is soooo much possibility for the Western genre. It's basically an untouched area of gaming aside from a few token titles.
Kinda like a real frontier, I guess.

GTA is far from done. RS already said they have ideas for the next one.

Eh, but how long does it really have left? It's only a matter of time before it gets repetitive, and I think it's better to end it on a good note than spam it until it goes stale.
