No, Dr. Shim was a completely different person. I wish Bungie found a different name, it's like they knew we would be confused and they're trolling us. Shin Malphur was a Hunter that was born in Palamon outside of the City during the City Age. Dr. Shim existed in the Golden Age and was a scientist at the Ishtar Collective Academy. He was locked in with his fellow scientists after getting attacked by Vex. All of this is supported by grimoire.
