At the moment, Petra is the acting Regent, and therefore has leadership authority.

I believe Bungie has commented in past Daily Updates that the Quedn is still alive. They linked to an interview with her voice actress also if memory serves.

Well, do we know what the actual civilian population of the Reef is? As far as I see it, Variks and Petra have it covered on a military front, so everything seems to be ticking over.
