It doesn't help that they keep adding things to the menu and having to go through XBL/ PSN to get to their server.
I don't know about XBL, but PSN definitely throttles internet speed.
People keep blaming hardware but other online games aren't anywhere near this slow.

The only thing directly network related in loading areas, is the players. This takes between 1-5 seconds to fully load (depending on your connection) and does not affect the transfer of location data from the storage, to the memory. Therefor, in most cases, bottleneck is memory related. However, there is one instance in which client side network limitations can, and will effect loading times. This is primarily in crucible and gambit, where all players are required to have loaded all the player data as well as the location, before the server will allow all players to load into the match. This is also exploited routinely by hackers and ddossers, where they will artificially limit their bandwidth to the server, causing it to be stuck into a loading screen until the opposing players decides to leave. On pc, since most people have an ssd, as well as 8gb of ram or more, they are not memory or storage limited, causing the loading times to decrease multiple times over, though sometimes you will get matched with a player with insufficient hardware or a terrible connection in which they will cause loading times to take forever in gambit/ crucible. And did I forget to mention that battlenet is severely bandwidth limited compared to playstation? mind boggling, how could this be? I'm sure you have a phd in computer science, engineering, ect, bc you are a person on the internet that knows everything, and how dare I question you? Go away and stop spreading misinformation you primate.
